The Maharashtra Cabinet has introduced a significant policy aimed at alleviating the financial strain on property owners in smaller towns. This initiative involves waiving the 2% monthly penalty on property tax arrears for municipal councils, nagar panchayats, and industrial township areas. The move is designed to facilitate timely property tax payments and address the issue of penalties that can sometimes surpass the original tax amount, leading to delays in payment.

Abhay Yojana: A Step Towards Easing Tax Burden

The newly launched scheme, named β€˜Abhay Yojana’, provides a partial waiver of property tax penalties. The Chief Minister’s Office (CMO) has highlighted that the penalties imposed on property tax arrears can become excessively burdensome, discouraging property owners from settling their dues. By eliminating this penalty, the state government aims to promote timely payments, which in turn is expected to enhance tax collection in smaller towns and industrial townships across Maharashtra.

Amendments to Strengthen Local Governance

In addition to the property tax relief, the Maharashtra Cabinet has approved amendments to the Maharashtra Municipalities, Nagar Panchayats, and Industrial Townships Act, 1965. These amendments grant members of municipal councils, nagar panchayats, and industrial townships greater authority by allowing them to initiate the removal of the president from their position. Previously, a resolution from at least 50% of the members was required to request the president's removal. The new amendment reduces this threshold to two-thirds of the elected members, simplifying the process for removing a sitting president in these local bodies. Following the submission of a proposal, a special session will be convened within 10 days for voting on the matter.

Government to Issue Ordinance for Immediate Implementation

To ensure the swift implementation of these measures, the government plans to issue an ordinance, given that the state legislature is currently not in session. This approach is intended to provide immediate relief to property owners and streamline local governance processes.
