Mumbai's OC amnesty scheme draws few takers in first two months

Mumbai's occupancy certificate amnesty scheme has got off to a slow start, with fewer than ten applications filed in nearly two months since the window opened. For a city where a large share of completed stock still runs on part-occupancy or no-OC arrangements, that is a telling number β and it matters to anyone buying, selling or renting in older buildings.
The scheme is meant to regularise buildings that were completed under earlier regimes and have since been stuck without a full OC. In theory it should unlock a wave of compliant stock, ease conveyancing and help societies and developers clean up legacy paperwork. In practice, the early response suggests the cost, the paperwork or the uncertainty around approvals is still outweighing the benefit for most owners.
For buyers, an OC is not a formality. It is the document that tells a bank the building is legal, that tells a society it can transfer shares cleanly, and that tells a future buyer there is no hidden liability. When a building lacks one, the discount in the resale market is real, and so is the friction at the loan stage. A scheme that stalls leaves that friction in place.
For developers, the calculation is usually simple: if the amnesty premium plus professional fees is close to the value uplift, they will wait. If it is clearly cheaper than the alternative, they will file. The current numbers suggest the math is not yet working in the scheme's favour.
Sandeep's take: Amnesty schemes succeed when they are priced to move and when the approval timeline is predictable. A slow start is not a verdict on the idea, but it is a signal that the terms need a relook. In Mumbai, where legacy OC gaps are widespread, a well-tuned scheme would do more for market hygiene than any new launch pipeline.
What to watch next: Whether the government extends the window, revises the premium, or simplifies the documentation β and whether application numbers pick up in the next quarter.
