Mhada moves against 23 builders over inclusive housing land

Mhada moves against 23 builders over inclusive housing land

Mhada has asked the police to register FIRs against 23 developers who allegedly defaulted on transferring land earmarked for inclusive housing under the state's housing policy. The police are yet to initiate the process, but the move itself matters for Mumbai buyers: it signals that the authority is willing to pursue developers who treat affordable-housing obligations as optional.

Inclusive housing norms require developers of larger projects to either part with a share of land or build units for lower-income households. When that land is not handed over, the city loses housing stock that was supposed to be created alongside market-rate projects. Mhada's complaint is essentially that the obligation was not honoured in these cases.

For homebuyers, the practical question is what this means for projects already sold or under construction. A pending FIR does not automatically freeze approvals or construction, but it does put a developer's compliance record under scrutiny. Buyers should check whether a project's inclusive-housing component has been cleared and whether the developer has any outstanding obligations to Mhada before booking.

Mumbai's housing market has long relied on cross-subsidy to create affordable stock. If enforcement remains sporadic, the incentive to comply weakens. If Mhada follows through consistently, developers will factor the cost of compliance into land bids and project planning from the start.

Sandeep's take: This is a welcome signal, but the test is follow-through. Mhada has named 23 developers; the police have not yet acted. Buyers should not panic about individual projects, but they should ask for proof that inclusive-housing dues are settled. A clean compliance record is becoming as important as a good location.

What to watch next: Whether the police register the FIRs, whether Mhada publishes a list of defaulting projects, and whether the state links future approvals to inclusive-housing compliance.
