Mumbai MMR Targets $1.5 Trillion Economy by 2047

$1.5 Trillion Vision for Mumbai Metropolitan Region
The Maharashtra government has set an ambitious target of transforming the Mumbai Metropolitan Region into a $1.5 trillion economy by 2047, with real estate, infrastructure and planned urbanisation expected to play central roles.
Chief Minister Devendra Fadnavis outlined the roadmap at the sixth Real Estate & Infrastructure Investorsโ Summit (REIIS) 2026 organised by NAREDCO Maharashtra.
The target is part of the wider MMR Growth Plan, which seeks to create new economic centres while improving connectivity between Mumbai and the surrounding metropolitan region.
Redevelopment to Transform Mumbai
Redevelopment is expected to be one of the major components of this transformation.
The government is pursuing cluster redevelopment for ageing urban settlements and old MHADA layouts, while the Dharavi redevelopment programme is also expected to contribute significantly to housing and urban renewal.
Another major proposal involves the redevelopment of BEST depot lands. These sites could combine upgraded transport infrastructure with residential and commercial development, museums, recreation and other public spaces.
Mumbai 3.0 Moves Into Execution
The government is positioning the next phase of development as Mumbai 3.0, supported by infrastructure projects that are moving from planning towards execution.
New urban centres including Education Cities, Medi-cities and Innovation Cities are envisaged as part of the economic ecosystem.
Mumbai, Pune and Nagpur metropolitan regions are also expected to emerge as important centres for data centres and smart manufacturing.
Virar Could Become a New Growth Corridor
Northern MMR is another major focus.
The state is working on a proposed 24-km UttanโVirar Sea Link, envisaged as part of connectivity that could ultimately provide a signal-free corridor between Nariman Point and Virar.
Fadnavis also announced plans for a third Mumbai airport in the Virar region, with its detailed project report expected by the end of 2026.
Combined with Vadhavan Port and other infrastructure investments, these projects could expand real-estate and economic activity well beyond Mumbai's traditional business districts.
