MMRDA Selects Singapore Based Firm Surbana Jurong for Mumbai 3.0 Plan

The appointment of Surbana Jurong to prepare the master plan for Mumbai 3.0 is an important planning milestone for the Mumbai Metropolitan Region. The proposed new city, also known as the Karnala–Sai–Chirner New Town, is expected to cover parts of the Raigad region around Uran, Panvel and Pen.
For buyers and investors, the most important distinction is between a master plan and an approved project. A master plan can define long-term land use, transport corridors, housing zones, commercial districts, public amenities and environmental safeguards. It does not automatically give any individual land parcel construction permission or guarantee future appreciation.
This is especially relevant because large infrastructure announcements often trigger aggressive plot marketing. Buyers should be cautious of advertisements that use “Mumbai 3.0” as a shortcut to sell agricultural land, fragmented plots or projects without clear approvals.
The value of the plan will depend on execution. A successful new urban centre needs jobs, public transport, water supply, schools, hospitals, waste systems and a workable daily commute—not only residential towers. The planning stage is where these elements can be integrated before large-scale construction begins.
For buyers considering property near the proposed influence area, the safest approach is to check land title, zoning, access road, development permission, applicable planning authority and whether the property is legally suitable for residential use.
Key takeaway: Mumbai 3.0 is a long-term planning opportunity, not an immediate investment guarantee. Buyers should verify each property independently.
